I would like to change the Region code on c-200, but the sreen shows " reach out time to change, no more allow to change" how Can "reset " to allow me to change the REGION code please!

Dvd drive or Bluray?
If dvd then the region code is stored in the firmware in the dvd player (and NOT in c-200 FW) and can only be changed 5 times.
That can sometimes be fixed depending on what drive it is with a fw update or a fw hack.
Bluray does store the region in the players fw (c-200 fw) and can only be changed 5 times again (i´m not 100% sure it is 5 times).
And from what i remember after reading here a fw update on the c-200 does not reset that (again not 100% sure).
I have no idé if you can change the bluray drive and then have the 5 changes back or not (if it does mayby a fw update,hack on the drive could work too?) but i doubt it will work.

If you have already used up your 5 changes then you will need to install the NMT Apps and use the CSI. Look for Region Counter Clear and install it. Check the thread by the developer as its a userapps in the 200 Development Section.

There are still some major issues that RC3 doesn't seem to have fixed, so I'd like to think this isn't as good as it's going to get.

I know release notes can be a little lacking, especially when the root cause of a bunch of unrelated bugs are the same and that was fixed. I know you've posted this before and I'm not sure this is the best thread to discuss it but what "majors" are you talking about..
Side note: the newest nmj fixes are all in version 2 which needs the new framework to run so there aren't going to be too many fixes specific to nmj in this one. It's the new framework firmware that nmj users will start to benefit from the updated nmj.

No its not the place, we all know that there are loads of changes, bugs, and additional features that we would like but you wont get the UI/NMJv2 if we continue expecting both 200 and 300 releases. They have to be combined into the one development cycle or both will suffer.
The firmware that is upcoming does not fix everything for everyone. It does however have some good fixes and stability. So lets get it out and then port to the 300 UI/NMJv2 so we get one development for the NMT thereafter for those series still being developed the 200 and 300 series.
Now no more on Beta/RC releases in the open forum. We are only posting to help everyone understand the process and reassure that at last we are near to the next 200 series firmware.

DD+ audio on any Universal or Paramount HD-DVD titles, for one thing. Warner HD-DVDs are seemingly the only ones that work without issue.
It's well reported. They've had the test files, replicated the problem. Just haven't solved it.
It's a big deal when you have an HD-DVD collection alongside your Blu-ray one.

I don't think you will see a solution for this coming from the developers. No mention of it at all in our reporting module (Mantis).
I know it sucks but issues that affect few users won't get the time compared to issues that affect the majority of owners.
Knowing that, you'll have to find a workaround as DD+ works on Bluray backups (I just tested it).

Plus you have to be realistic, how many are going to be affected by a HD-DVD issue. It's a dead format and sometimes you just have to cut your losses and convert to one that is current. FLAC is good as its open source and has stayed the time.
Plus can you really see Sigma rushing to fix their SDK for a HD-DVD audio issue, it takes a hell of a lot of pressure to get them to fix things that affect current models and formats let alone ones of yore.
