Repair C200 dead PSU

So, the capacitor on leftside on page 1 handle 230/110v and on right side the capacitors handle less (12v) voltage. Since the PCH is giving a blinking light, so possibly the leftside capacitor may not be bad, otherwise, there was no power out to C200. Am I right?. Because I am going to replace the capacitors on right by taking to a mobile repair shop who has good tools to replace them in minutes.
