Yes, if you set the wrong frame rate for a source you will get what is called judder (a type of stuttering that occurs because the output and the movie frame rate are not in sync). So 24Hz is really only for cinema, and will only work properly on TV sets that support it.
If you watch video from a TV source, the PAL TV system uses 25Hz (which works fine with 50Hz output since the number of frames is just doubled, causing no stutter). Along the same lines, the NTSC TV system is 30 (in reality 29.97) frames per sec, and will look smooth on 60Hz output for the same reason.
