I have upgraded to 1.3.0 and am having an issue with max people

mjb.people.maxCount=9000

it will only scan up to 1713 people no matter what number maxcount is set to
if i lower the maxcount to a number below 1713 it will scan up to that number.
for example if i set maxcount=1000, it will scan 1000 people
if i set maxcount to 2000 it will scan 1713 people

all help is welcomed
